HKMA, DFSA, HKEX, and Nasdaq Dubai launch a Strategic Working Group to enhance cooperation between Asia and the Middle East, focusing on sustainable finance and market connectivity.
The Hong Kong Monetary Authority (HKMA), Hong Kong Exchanges and Clearing (HKEX), the Dubai Financial Services Authority (DFSA), and Nasdaq Dubai have established a Strategic Working Group to deepen financial market cooperation between Hong Kong and Dubai. Announced during the third HKMA-DFSA Joint Climate Finance Conference on September 10, 2026, the initiative aims to bolster collaboration in sustainable finance, Islamic finance, market connectivity, and innovation.
This move formalizes ongoing dialogues between Hong Kong and Dubai’s financial hubs, providing a structured framework to align regulatory priorities and explore cross-border opportunities. The collaboration is part of a broader effort to strengthen the Asia-Middle East financial corridor, a growing focus for both regions as they compete for leadership in sustainable and transition finance.
Strategic Focus on Sustainability and Connectivity
With sustainable finance and market connectivity at its core, the Strategic Working Group reflects both regions’ commitment to scaling green finance initiatives. The group will explore opportunities in areas like Sukuk (Islamic bonds), transition finance, and the development of sustainable debt markets, expanding on previous HKMA-DFSA research into financing solutions for emerging markets in Asia and the Middle East.
Nasdaq Dubai and HKEX, as key exchange-market partners, deepen this initiative’s practical reach. Nasdaq Dubai’s specialization in fixed income and Islamic finance aligns with growing investor demand for Sharia-compliant products, while HKEX’s established links with the Middle East—such as recognizing Abu Dhabi Securities Exchange and Dubai Financial Market for secondary listings—provide a platform for cross-border issuer and investor access.
Eddie Yue, Chief Executive of HKMA, described the working group as a “dedicated platform” to enhance trade and investment flows between the two regions. DFSA Chief Executive Mark Steward emphasized the mutual benefits of cross-market connectivity, highlighting its role in expanding investor choice and market depth.
Economic Corridor Gains Traction
The collaboration reflects a growing institutional push to integrate financial systems across Asia and the Middle East. Since signing an initial MoU in 2024, the HKMA and DFSA have hosted multiple joint conferences and commissioned research on scaling sustainable finance in emerging regions. These efforts have laid the groundwork for initiatives like the Strategic Working Group, which formalizes cooperation across regulatory and market-infrastructure domains.
HKEX CEO Bonnie Y Chan noted that “the growing economic ties between Asia and the Middle East” are reshaping global capital flows, with this partnership positioned to drive innovation and growth. Nasdaq Dubai CEO Hamed Ali underlined the exchange’s role as a hub for connecting regional issuers and investors, particularly in Sukuk and green finance.
